Don't forget also that as of v0.23 the MC can bang her when he catches her smoking in her bedroom. It's (probably) the final option for what the MC gets out of that scene.

What's your MC's lockpicking skill currently? I believe the parents' bedroom is Lvl 3. You also can only do that scene M-F at 07:00.
If all of the above are true, don't forget that each quest has prerequisites. If you haven't done certain other quests yet (which might include one or more quests from the Main story set), that also would prevent the Smoking Kills event from being available. This might also apply for the Lizy dance stream; you might need to finish other quests before she'll let your MC stay.
