There are nations which have laws about this or better NSFW in general. e.g. the creator of "Lisa" is walking on a legal tightrope since porn stuff in his home country is partly forbidden, partly grey zone. The Developer of "Tomie" lives in a country where porn is generally forbidden and was found out. In his case the social backlash was surely much more worse than the legal stuff due to the location.
It sounds like Sadpepper was already on the fence about developing more games for a couple reasons and even this slight change was simply one of the last straws.

That is unfortunate to hear. Though, we still don’t know for sure if SadPepper was afraid of any legal repercussions for publicly developing NSFW games.
His editing of the announcement to remove mentions of “increased risks associated with NSFW games” could be damning evidence either way; but I think the dev mostly just burned out of monthly development schedule they’ve maintained for years now.

He’s probably taken a step back from developing the game, given how he described the situation - and especially now that he’s not beholden to any subscribers or donors, he can take his sweet time.

The only guilt of poor SP is his hattachment to the work. At the firts bad reviews he gave up.
I try to never give up — especially not because of bad reviews. The only time I lose motivation is when something stops being interesting to me. Sorry I’ve been quiet for a while 
The update’s coming, but it’ll be out in October.
And you won’t believe what I’ve been doing in my free time this month — I made a game without any 18+ content It was fun and kind of a nice distraction. Though, who am I kidding — every now and then I still end up making 18+ games too. Old habits die hard
