All you'd see in a video is the bait dropping to the ground and not moving. You'd probably hear a lot of clicking as well. I tried continuing an old save, and also starting a fresh play-through, both on 0.9.4. I was only able to get it to rise with an autoclicker at 10ms intervals... Not much help, I know.

It can be also if you monitor has higher refresh rate then 60, but game window resticted to 60 fps.
