Ingots are mined in boarding vessels. To take the task of boarding, you need to either buy a rumor from a merchant or take it for free in Chaki in a tavern.

need to complete "meet governor" and few another quests governor to open "unregulated waters", then u can take task of boarding, like MilkyDaddy said

Each new version adds new mechanics. In each new version, the saves don't work.
