Um... this rule, however, seems to conflict with the previous one.
The game hasn't actually been abandoned.
However, given the way the rule is structured, it is sufficient that at least one of the 3 points is satisfied.
Of course, there hasn't been an update released in almost 24 months, that's undeniable, but the developer is actually moving forward, refining and improving what's already been done and, from the videos released, creating the not-yet-explorable area of the currently available version.

I always start from the assumption that:
1) Alone, you can't make much progress in a short time, but his development blog is always updated regularly;
2) He'll surely have that small, annoying detail called his private life that will pressure him every day, as happens to anyone with taxes and bills to pay;
3) Due to increasingly restrictive laws, the project's revenue is having some problem. (Leaving aside the detail that if Nintendo decides to take action, it's over.)

However, this is just the tag of this forum, it does not correspond at all to the actual status of the project... and it could be misleading for the users themselves.

Pretty sure they do it for free. Would be a hell of a lot more damning if they were on patreon or something. If it got traction is when the Big N would very much NOT like it.
Either way, the tag itself is meaningless. It'll still get updated when the update drops.

The Patreon page exists, 71 paying users with +$200 per month, but it doesn't have any kind of updates or posts on the home page.

The problem is that rule 2 ignores rule 1 and 3, So even in the absence of the abandonment message from the developer and despite regular updates every month, rule 2 seems to prevail over the other two rules regardless.

This is where it doesn't make sense.
We have two rules declaring it not abandoned and one declaring it abandoned.
Majority rules should apply to everything, right?

This is indeed true. It sounds like a conflict within the rules themselves but a dev decided to just call it abandoned irregardless though by what would be considered a majority of 2 rules to 1. With 2 saying it isnt. But nothing we can do

well no, if he abandons it then we have more than 6 months without updates on the development blog
