Is there a gallery or some other way to see old scenes? Or are certain scenes just gone after you do them?

Some scenes are lost forever if there are NPCs involved who are gone if a quest is over. There's no gallery for now (not sure if there ever will be one) that allows you to review everything whenever you want.
Does one need to start a new game to access the Cliffshore gym? Continued from old save and can not find it. Is the Ocean Reasearch building meant to be the gym or a part of it? Also, is it the 4th or 5th gym available?

To reach the Cliffshore gym go to the southwest part of the city and enter the water. Swim to the west and you reach the area where the gym is. No need to start a new game. It's the 4th gym you can visit for now.
The ocean research building is a placeholder for now. When you speak to different people you will hear that they research fossil Pokemon. If you dig in the Limestone Caves you can find parts of it. Most likely gives you access to some Pokemon later (if you have the correct parts) but for now it's WIP.

It's an RPGMaker game, meaning cheat engine works as usual. You can just google how to find values in RPGMaker games with cheat engine if you don't know, it's pretty simple. That aside, if you get the Lucky Egg in Aster Town, that reduces the grind significantly.

Wait for new builds, afaik it's not possible yet to identify and battle them.

Probably not, you kinda have it already with the eggs. Yes they are not inside your body, only the sperm from other Pokemon but you get the idea.

Since people has been asking about save games, here is some of my saved games just before some events. You need to rename the files and put them in the saved game folder.
My latest save is after all 4 gyms missing only the agrron event, smeargle 2nd event, smeargle & typhlosion event and rivals event
