No, they are shadows so you can see the girl better in all positions and camera angles.
This complaining about shadow figures is always funny to me because it's obvious why devs do it and people can't get over it. Is knowledge that there's a dude fucking a girl not enough for you?
If you like watching man's sweaty ass - that's fine, everybody has their own preferences. But I don't like 70% of the girl being obscured by a dude or the game limiting the amount of positions/perspectives because a dude would cover the entire girl.

how is the game play?

You look for people with exclamation marks, then go look for their missing items it the pool they specified. It's always 2 requests per pool type and among items in the pool there's a ticket to open gallery for that pool type. Each sprite has its own animation (only aggressive npcs), there's one fake item for a scene with 2/3 dudes and gangbang scene after losing all health - all per each pool.
It's basically a simple mini-game with a decent amount of animations. Don't except a lot from it.
