It's more like she wanted him and then he said "No", so she said fuck him and decided to fuck around. It's not technically cheating since they were never a thing in that fork. If Chris instead said "Yes", then the other path is no 'NTR' for Chris and then yeah they become a thing.

So is there a route where the redhead doesn't become the town bicycle in the first game?

No it's not, because that's you who decides about it, you can have Lucy with 0 body count at the end of the first game (not counting 1 lesbian scene, even sex with chris is optional, but then there will be karen ending).
