I'm still working on it! My energy levels have been low since I had the main surgery but it's improving. It's slow progress, but it's getting there. I expect the update to be out by the end of next month.

WWG told us "I think I can get it released by the end of July", not "I promise on my immortal soul that it will be released by July 31st no matter what".

Yes, that's true, and WWG is careful not to give hard dates. But after several long delays already, missing another estimate won't go over well, regardless of the reason.

Just to play devil's advocate, cause I think it can help the conversation.

First of all there has been only one official delay, the announcement in June doesnt count as an additional delay over the grand postponement at the end of March, so what would suddenly make people that werent suspectful start to suspect the result of another delay may be ill-motivated? And, after we know dev managed to miscalculate several weeks with 4 months what makes you assume he cant mistake 2 months with 4 months? (assuming we disregard the reasoning)

At first I was also quite skeptical about these release delays, but after studying all the previews and news I realized that there will be a lot of scenes in Chapter 13. A lot of characters and situations.. This is a huge scale of work for such a period for one person.. Of course, I want as much Ophelia as possible..
And yes - sooner or later this content will be released, because we saw all these renders and animations in the preview.
I keep my fingers crossed for the developer and wish him to get the release done on time this time.
P.S. I am more saddened by the fact that monthly wallpapers are no longer a tradition. They were very funny.

It's been 18 months since chapter 12. There have been multiple delays, whether "official" or not. There is no "sudden" suspicion; the longer it takes, the more doubt sets in. And as I said, the reason won't matter to some people, especially subscribers who may start to see this as a sunk-cost fallacy.
