File seems safe in a sandbox, but default Windows defender prevents the download entirely.
Not really user friendly that you have to turn off your antivirus lol.

You can "allow" files to be downloaded in Windows Defender at least I have that option.
Did a VirusTotal scan of it on QuietCynic's recommendation and it looks like it was a false positive.
And I have another tool in my arsenal! (virustotal)
