gotta ask, is your system set in japanese unicode? i believe the error is that your system is not on japanese unicode, and when you extracted the .rar file the names of the archive got corrupted in the extraction, if you're using locale emulator, open the rar with japanese emulation and extract files.

Can you see japanese writing in other games?
Well if you can't see japanese i can only guess that's your system doesn't have language itself, if so you need to download and install language pack
And yeah OS can work under japanese locale without japanese writing

Try to add japanese keyboard and see if you can write with it(it also starts download language when you do this)
