Technically no, as stated in the OP no saves are required for starting Arc 2. But I'd highly recommend it or you'll have zero clue what's happening, since Arc 1 sets up the story.
Why do you provide the update patch sometimes and you don't at other times? Just asking....

Hmm not sure why but if I see that the file size is above 3 GB for a while and I didn't do one before then I usually don't start cause I probably had a reason before lol.
