IIRC, the legendary sweets are for the pink-haired girl that you can save after you have at least 90+ reputations and perform an investigation for the false rumors. Check the bars and talk to the NPCs after reputation decreases on certain day and also after the investigation completes. It should trigger a cutscene that saves the girl and she'll join you afterwards.

Well, this is 100% blatantly wrong and you can just simply use the search function.
There are 5816 games with female protag, 216 have loli, that's less than 5%.
However, if we're talking RPGmaker like games exclusively, we have a number of 1773 with 115 having loli. That's only slightly higher than 5%.
also "not adults that are above 19 years of age"
Why have you set adulthood to 19? Whats wrong with adults being 18?
