He already stated he doesn't make those kinds of patches, he only adds them in if they are already made and present.

So was this game written with incest intended or is it just being forced in? I remember when I last played this over a year ago it seemed to fit to me but that could've just been a really well made patch.

Well, it's listed on the OP genres, but it's unclear whether it was something that was simply planned in the beginning and scrapped or if the dev has shifted from that idea. As far as the current content of the game, the incest patch is unofficial. I suspect the incest tag probably has something to do with the possibility that MC might have banged (or will have banged) his daughter at some point unknowingly, but there is not currently an official incest patch. This vn is pretty vanilla.
As far as Grace and Chloe in particular, I think they're intended to be just as they are presented in the game. I don't think there was meant to be any implied incest at least with those two. Not everyone agrees. Some people think they're supposed to be MC's mom and sister, but I don't.

And update frequency does not matter to Steam, there are SO, and I mean SO many abandoned games on Steam. There are also so many games that don't update for years at a time, cough, Summers Gone, BADiK, and so on...

Yeah I noticed the Shitreon logo but some games are clearly incest with the devs trying to discreetly skirt the rules. You know what I mean.
I was just wondering if that was the case here. I dislike when devs change these things so I'll probably just drop the game if the patch is now bunk or the dev just decided to edit his game for the aforementioned site.

Some dev's rather play it safe and let some rando make the patch, or add a "you define the relationship" at the beginning. Steam doesn't care about incest, so sometimes the Steam version is different.
Steam has features to keep people knowing you have them or play them.
Steam has a feature to make the game private and Steam also has a hide this game feature.

Hmmm. Interesting changes in this update. Played it through from the beginning. I don't know, this is just crazy speculation but with all the 'wondering' over who the long lost daughter is and is it somehow Chloe or Emily, or whatever. Of course, age, position, etc., neither possibility fits and everyone, including myself, wonders who this mystery girl is and how she fits into the picture. I just wonder if

Will we ever know? Because once the daughter is officially revealed then the game will contain actual incest and the game would be banned or require a complete re-write.

No, there are plenty of games that have patches that are 3rd party patches (LP), but they really aren't...you may believe they are, but I can tell you they are in fact not
