You are lucky then he didn't removed all the old releases yet.

One tip tho when you start using the save file search his posts with the releases after that here or on patreon
and do the quests in the order he gives in those posts.
Most bugs occur from playing to far with one character.

looking at the picture you posted earlier you dont seem to miss anything.
But looking what tinwoodman wrote in posts with previous releases it might have to do with this.

• Go to the cafe to meet Kacy to start the implementation of the hellish plan of revenge.
• Clementine's new training will start automatically after the previous quest. It seems time to clean up some holes a little (+ animations)

these are quests released in version 2.20.
These are the last ones from that version if you follow woodmans steps as he wrote it down and step 1 in this version is what I wrote

No he didn't stop providing a save, but it is not in the gamefolder if there is where you were searching for it.
It is a seperate download from his google drive, usually it is the first one in the list.

Don't know how you lost your savings, but no you don't have to start all over again.
With every free release tinwoodman also shares a saving from the end of the build before on his google drive.
