Are the reworked/remake CG's 2DCGs? Or just 3D renders?
Asking only because I haven't played this in a while and unless im remembering some other game I believe it was said that slowly all the CGs would be replaced with a drawn 2dcg art.

Some old CGs were re-made in a higher quality, but the CGs are and always were 2D. I'm not using 3D renders.

im still in v20.11.09, is it possible i can pacthed with the patch only file?

No. The update file says in the name: "for version 20.11.30 or later only!"
If you use them on a previous version, you'll be missing files and thus get bugs or errors. Either you use the previous update files first (which you can find in my official MEGA folder link for downloads), or you download the full game again and move the save files from the old game folder to the new one.

So, I've gone back to playing this after not playing it for about a year or so, first thing I learn is my old save no longer works. That's fine and cool, second thing I realize is they got rid of the one shot kill ability. Now I'm sadface. Also do we not get to change the mc name, I remember us being able to do that.

Unless you play on a very old android version, from before I switched the programm to port to android, you should be able to continue your save. All updates are made save file compatible. When you copy the saves from the folder, make sure to copy the entire content of the folder. The .global is needed for the preview in the loading screen, so your saves won't appear without it.

You can get the one-shot kill (="debug attack") from the glowing book in your bedroom.

The bug appeared after I got the good path scene with Lace, then I went to the CG Room, and for some kinda reason Ryen became the 4 arrows, I went to the maid menu to solve the Ryen bug but got another one since I can't access both cg room and skilltree.

Here is your fixed save.
I assume the scene was marked as "replay" due to a false switch still being active from somewhere else, thus causing you to move to the CG room after the scene. I made sure that this can't happen again.

Execute the .apk file on your phone to start the installation.
If you see a bunch of files, you either have the wrong version of the game, or open the .apk instead of using it.

I'm not sure what rune you mean. What part of her events are you on? What do you need the rune for?
