Which program for character design?

It's Honey Select 2. From the looks of what I've seen I'd say he either has the vanilla version or very few installed mods.

It's clearly default hs1 without any graphic mods.It even was released before hs 2 was released

Right now, due to my PC, it stopped. I tried to save it with WER(When Everything's Red) but failed. When I get my GPU back up and running, I will resume the renders and stuff for it. I have no ETA of when I start or when we release. This game is NOT abandoned so you can rest assured.

Yeah, after looking at it again you're right: it is HS1, not HS2. How on Earth I screwed that up, I have no clue. I must've been about 2/3 asleep lol. Good catch, and thanks for the correction.
