Everyone else that we know has time-traveled has told MC about it; Skylar hasn't. I don't take her as being malicious (I hope not; to this point she seems like a sweet girl), but perhaps being manipulated and/or coerced.

We really don't know about either. The old machine sent MC back 20 years, and then returned him, he having been gone from 2019 for the length of time he was in 1999 (IOW, exactly 20 years each way). Could it have done otherwise? We don't know, and I don't think we're given enough information to even make an educated guess. The new machine, as far as we've seen, has done the same. Can it do otherwise? Again, we don't know. We see other time-travelers, and it appears that their travel hasn't followed what's thus far been the norm with MC. If they've been using the same machine, that means it isn't restricted to working in that way.

Now, if you grant the existence of a time machine, it seems more than a little weird to have designed it to only work in the way MC's seen it work--to only move people back and forth by exactly 20 years at a time. That alone suggests it can do otherwise; we just haven't seen it yet. I think we will, though.

So the one responsible for Jenny's death/MIA is the MC?
Honestly, she's probably MIA and hid her daughter too.

Seems like the catalyst was when MC chose to reveal everything to her, setting the stage for her involvement. Seeing as how April also disappeared, they both probably started working together and infiltrated the powerplant. MC likely did not return after 1999 possibly due to interference from the adversary(or the dev don't want to turn the story into a multi-year affair). So the adversary gained substantial progress on the timetravel research during his absence after 1999. Jenny & April got desperate because they weren't able to stop it so they planned a sabotage on the powerplant to inflict a major setback on the research. Their secondary objective is also to set in motion MC's involvement in the decades long operation.

But the appearance of future Darci and Masked Man means the adversary is still on track with timetravel tech despite all the timetravel and inteference of the timeline. Was mentioned that they still aren't capable of timetravel so it's just delaying the inevitable. Afterall Masked Man did conclude that timelines are fixed, i.e. fate & destiny. Then what the hell is the point of trying to fight fate? He's is desperate mode and kept meddling with the timeline in hopes of a breakthrough to change his future?

Could be Darci from 2039 20 years back to 2019 and than with the machine there back to 1999.

And I think Skylar has traveled through time, but is threatened/convinced to not tell the MC (yet).

Could be, but I don't think so. I do think Ninja Darci looks notably older than 2019 Darci, but not 20 years older. But maybe we'll learn more later on.
Might be a time dilation effect of travelling to the future? i.e. travel back and you don't age much per hour, but travel forward and time dilates you so you age much faster per hour there.

Just spitballing. ;)

I've seen less plausible theories on this thread than this one so why not? ;)
But it's probably just another kind of technology for time traveling that the MC don't know about yet. Shit Ninja Darci is from the future, so more advanced tech maybe :unsure:

I still half wonder if the Skylar with full sleeves isn't from another dimension/timeline/universe/whatever. She certainly doesn't LOOK 20 years older, but there's that thing she says about "finally one with you again" or whatever it was, that makes it seem like it's been a lot longer than a week for her.

Granted, there's nothing in the game that I can remember that would indicate that alternate dimensions are a thing, but it could be an explanation (maybe for Shit Ninja Darci and some of the other time travelers also?)
