Yeah, no clue what the problem is then, if you did everything.
What does some of the people in town say? Like the blue haired guy on the 1st map?
If it's "The rebels brought this on themselves...", believe you're done.
If not try talking to the cousin [blonde in the bar]. If he's not there, talk to the butler [that revealed the rebel in the shop] -- should appear in the Admin District, near the stone monument.

Ps. If none of this stuff works, maybe post your save [+config & global] if someone wants to take a look.

I loaded from previous edition.
Try downloading the update, and moving your save folder over to the fresh install. Someone else had a similar issue, and using a fresh install, and exiting and re-entering the overworld map fixed it.

It says I need to use a spell on umes to change apperance, where do I find that spell?
The spell was/should be applied automatically once you exit the room umes is in after talking to him. Just try going out, and talking to NPCs in Hypatia once you've talked to umes.

I see. Then where is the new castle we are meant to meet Bog?
Once interacting with the rebuild section, you should enter the rebuilt section. Then, travel up, and you will see the new castle. At the back of the new throne room, near the throne, there is a path to a room on the left side of the throne that will lead you to Bogthos.

Think i have to wait for the next one as even i cant advance the divine quest, not sure where i can check the compliance level of religion in hypatia.

Despite if im not mistaken i picked a few for citizen, but still they hate.

For Umes part, I have talked to all NPCs in Hypatia that I could think of. Is the next part not available yet? Talking to him again just brings up not seeing enough support.

It's possible you don't have enough commoner compliance points. There are a few choices in previous quests that could end up with you missing out on a commoner compliance point, in favor of either a nobility or religious compliance point. If that's the case, and you're out of content to do for now, the next update has a quest that will give you more commoner compliance.

YOu need to have the religion and commoner compliance both up to a certain point for it to work. If you made certain decisions (not building the statue of Majorius, not letting the plot to go after some nobles succeed) its possible your commoner compliance isn't high enough to complete this quest on the current build. That will change in the V0.2.13 build though, and finishing Umes's quest doesn't actually do much right now beyond a few more lines of dialouge.

You should have already gotten it by doing the quest to go to the old Dark Lord's vault on the Demon Queen's continent, though it's something that is only triggered narratively (i.e. you can't actually cast it as a player, the main character just does it automatically on story beats).

Here is the savedata. I can't figure out what is wrong or how to fix it.
I found the problem, but not the cause. It looks like your game skipped over the command to increase the quest stages of rebuilding the capital despite you already completing the conditions for the quest to advance. I edited this save to start progressing the quest, so you should be able to talk to the camp overseer, and progress the quest.

Bugs like this have been reported before. Usually, the problem is either an old save having issues between updates, or the game's engine having a stutter, and skipping a command at the wrong moment.
