When will the development of the mod continue?

The development of the mod never stopped, it's still ongoing. It just takes quite a bit of time for what the Expanded Crew have decided to go with, which is why the mod hasn't seen an update in the thread for over a year. If you read a page back, you can get some info.

can i ask how to unlock new clothes im using a pc and i cannot saw it on the shop or in the settings of the game

From what I remember, some of the modded clothes are unlocked by default and can be changed into by a submenu of the dressing menu, while others are gated behind buying the vanilla clothes for some girls or respective stats but at this point I'm not 100% sure anymore - been quite a while.

Just access the girls clothing menus and for the respective wardrobe pieces there should either be more entries, or a subheading of "modded clothes".

a lot of clothes were cut of from the latest version of mod. you`ll need an older version to use them
