what is CLI and CMD

Command Line Interface and Command Prompt are the same thing. In Windows go to All Programs/Windows System/Command Prompt but right click on that last choice and choose to open it with administrative privileges. Now you can type all that in, hitting return each time and finally type exit and hit return to close it down.
