For everyone interested, the reason why development stopped for 0.17 was because Patreon decided that the "rape" scene was a violation of their rules and as far as Steam goes, I heard a rumor that they either were following suit or that their was a problem with their native home in Turkey, which has been cracking down in Internet commerce. Other than the Devs, no one knows if and when development will continue. If I hear or read anything, I'll be happy to pass it on.

Honestly just use Patreon as a tip jar, anything else is asking for trouble with how the platform has degraded.

I've heard from some people that forgot they have a membership for a dev and continued paying it for a while or another one forgot his patreon passwords and was too lazy to recover it to cancel the memberships. So I'd conclude many different people many different thought processes.

Honestly if it's like $5-$10 per month, and they have a decently paying job, they probably just forgot, and don't even notice, as it likely appears as a rounding error in their budget.
