to progress i need to go to the party with a necklace
to be allowed to wear a necklace i need to prouve my character's mastery some skills
however i have no idea how to prouv my character's mastery of said skills and it is causing me nosmall amount of frustration

Antlers will only give you necklace that prove she owns you for the party.
If you want to go to the CEO's office at the party, you need one necklace that prove you're a manager. You need to buy one fancy necklace at the commercial center (so not a collar, not a choker) and go to the private room to switch them.
The character mastery skill, she will ask at the office or you can check the smart thingy in the employee portal in the morning and ask her to test your skill. In my experience she will not do it in the afternoon and not do it on a friday. Also you need to be at 18 to 20 for each skill to move or unlock the end of them.
I don't think you need to master all this to infiltrate Pawn office.
(But it will help to resolve the situation in act 5 to have max all your skill)

the issue is if i go get some privacy to switch necklaces she instantly shows up and takes it away
and the guide in the wiki dosent help me because it dosent tell me what i need to do to get her to let me wear the bloody expencive necklace wich is driving me up the wall as i spent an entire bloody afternoon trying and vailing to get it to properly fucking trigger
or the gamehas a couple of variables that just wont trigger because computers are very stupid

It is frustrating
I got my pet peeve as well on some event that trigger when I was reaching for specific Secretary style and always ended up with a voluntary one when I was looking for money... (I'm a greedy bitch)
I never encounter this so sadly I'm not able to help with a true solution.
Except trying to trigger the test by going to the employee portal and asking her to check your skill which I hope will be enough to remove the lock on your situation.
My other guess could be if she's pissed at you on a forced or strict secretary style ? But it's a guess so...

So I went to check my save to try to see when it trigger for me. And it happened the same week as the move to the new office. on a thursday for my most recent files, and 1 week after the move for my oldest save
I check my stat and none of them were at 20, so i don't think it's why it happens.
The thursday after, Antlers gave me a suit for the after work party to try to trick Horn and discover what his plan.
And then the next week I was able to change necklace at will
Why things went as they went, I don't know. So far it was following my usual playthrough with the game.
So if something did not trigger, you may have a bug

another issue is i cannot seem to be able to do stage 3 of the aiko creator resque quest
even when i go talking to aiko with the data plug it dosent do anything and she stops me from going to dr twig when i wear it
this isnt helped by the vague ints of the task menu nor the inability to talk about that plan with aiko again to get a refresher on the plan
edit; at this point im just too frustrated to keep this ouroboros of no progression going, heres my latest save, hopefullly somone can get it unstuck because i have no clue how to

So I try to change it to his liking but I couldn't remember how to unlock the hollywood actress make up at the beauty parlor.
And then life happened and beat me down.
So I basically abandoned as well, sorry.

This person , (usually, they are very busy, on the Secretary game's Discord), who fixes, most of all, of the BUG's, and corrects a plethora of the mistakes found, , there is an error, in the " Enthusiastic " style, clothing/job uniform path, early-game .
This seems, to have caused an error, because the MC, can't, wear the female clothing, (Blouse, Skirt, and Pantyhose), to work the next day, as he agreed to as part of his, concessions, to take the job, . . . due to they needing a higher Fem stat, of 10 each, (to wear out in public, and he only has a Fem stat of 8 each) .

The MC can adopt a dog (also met while jogging) with an attached story line and unlock some events at work as well (mostly after the office move, I think). There are some horse scenes as well if the MC builds up their stats enough.
