It's a complete game in the sense that you can play it from beginning to end, but the devs are still tinkering and adding things here and there, hence "development" is not quite completed.
As for the second question I've no idea, it would probably vary depening on how you're counting. There's a main end-game that can end in one of several different ways as well as various early endings you may encounter throughout the game.
