There is an ending for sure, and probably not what you expected at all.

Can i choose to loop infinitely until i get all of the zeta levels or is the ending inevitable?

You can loop as much as needed and as you like. The ending will only start when you choose to take all 3 main LI's to prom together when you reach that option. Once you start the endgame there is no turning back however, so best is to save before you do so.
