Discovered this game today and must it got me hooked immediately ! Nice job dev, didn't finish majority of quest but the game is really pleasant to play.

i played other games where the characters weren't much better, but they had an excuse, a real excuse (their actions made those around them feel better). here - I don't see any excuses for MC.
they are two losers who got to power. in real life they would have become police officers (though not higher than a simple patrolman), grown bellies and would have started reminding the whole world of their childhood failures.

*went to Alice*. looked at the list of demands (0x52_URM is installed) - *shitbricks* what the fuck, seriously? and turn her into a slave just because she not noticed and pushed MC in the corridor, just for inattention to dress in a cow costume and turn her personality into slave?... it's unfair!
I didn't think that I would have to play for such a slug - he's not even a gamma, he's a real omega...

well, you started out with some coherent points about bill being an enabler that is pushing the MC into abusing his power...
which is true.
but please consider that this is a porn game that fetishizes mind control, MC was always going to indulge and thus applying IRL morality to it is misaimed. And bill's role is thus redundant rather than being the root cause of the MC's immoral behavior.
As for Alice. the reason Alice is turned into a slave is because she is a pretty woman.
Not as "punishment" for bumping into you.
It sounds like you are looking for a type of "justice" game where MC only ever uses mind control on "criminals" who deserve to suffer the punishment of personality death and rape. Which is really not the intent of this game at all. This is a fetish game for people who want to masturbate to mind control of sexy people. Expect mind control to be treated as fun and be done to mostly innocents.
Mind control is a dark fetish, even patreon does not allow games with mind control. Always expect dark stuff with mind control because its violation of fundamental human rights to begin with, Good or Bad is merely secondary

That is entirely up to the developer whether he wants to include Bill in the content or not, he is the writer we are the viewers, our opinions and suggestions must have some weight but it should never outweigh the writers freedom, otherwise it would simply cause down fall. Some examples are there on this website itself, games which started out good but later lost its uniqueness simply because the developer added the suggestions or plot arcs to game without thinking how it would effect the game and its plot

I asked in the hope that someone already knows whether Bill's path is mandatory for further progression or not. Maybe someone also decided to ignore this character's suggestions and calmly plays the rest of the game without experiencing problems.
