In your home town go to the same location you would go to for travelling to the second village. You will get ask if you want to go to Hardwood (or how ever it is called) or to the 3 city

You have probably figured it out by now but the first objective of the quest needs to be completed and you need to have done the intro sequence of woodcock (you do that by going to the first floor of the Inn). After that you should be able to ask him.
