I got the same issue and the game dev just keeps saying it's not supposed to happen that way. Idk what else to do to get those first events.
Once Ino and Ayame's first events are done, you need to do the first hotsprings event then you just have to talk to Tsunade to trigger the story part and unlock Tenten and Hinata.

Man, I'm loving the animations, women are a lot like anime. Who knows in the future a Bleach?
I am going to be watching this with great interest. Expected a bit more gameplay from a version called 0.4.2 but its alright for getting a feel for the game. Game feels quite relaxed and not like other Naruto games where you rape most girls by mind controlling them. 
How do I fully explore the village I have been to all the locations, but when I go to Tsunade she just tells me to finish exploring.

I was told to meet with Hinata at the 'restaurant' in the afternoon...
Hinata's affection is 20 which should be more than enough to trigger the event...
But no matter how many times I visit Ramen Ichimoku (I don't see any other place which can be called 'restaurant'), the restaurant event won't trigger...
I managed to trigger 'Hotspring' event with the 6 girls but even after that I'm still unable to trigger the restaurant event...
It this a bug? This should be the only event left that I haven't triggered yet...

I like the more romance-focused story and the animations are great. This game has great potential going forward. But the hint system is so incredibly obtuse. So often I'd just be clicking through the days and clicking on places and complimenting girls trying to get something to trigger.
Stuff like, 'you have to train enough times to unlock the sand village event', or 'a girl's next scene won't trigger unless you visit her at a specific time on a specific day of the week' makes it hard to know what I would be focusing on.

You have to go to the restaurant I think in the evening. Maybe night, (can't fully remember). It might also only trigger on a specific day. Eventually, when you go into the restaurant in the evening on the right day Hinata will be sitting there waiting for you.

I don't know that's my way of doing it.
When there are actual sex scenes, I'll add that.
Check Saturday afternoon, she should be there.

Finally managed to see Hinata in the restaurant and finished all quests for this update...
As others have said, this game definitely got a huge potential...
The artwork is comparable to the original anime and the story plot is also quite good...
The romance also feels quite natural...
Several suggestions that I have in mind:
1.Rename those places named '~of konoha' to 'Konoha ~' instead.
2.It's better to stick with the Japanese name for other places and villages.
Example : Sunagakure instead of Sand Village/Village of Sand since Konoha itself is not renamed
to its English name equivalent...

Check the notes, you can trigger the first Hotsprings event right at the beginning after unlocking the HUD. The second event needs you to progress through the story. Same goes to unlock Hinata and Tenten. Hope that helps.

I liked the push up minigame, adds an interesting element of physical exertion to a porn game lol. It would be cool if the minigame was expanded into other activities like maneuvering through trees or performing jutsus correctly as a test or to impress one of the girls.
