And, moreover, CPU based. RP kinda sucks at video playback as it is (I believe it also isn't a prio for the dev, since it's a

), and it doesn't support HW acceleration.
And, I don't know how your game is scripted (haven't checked it), but a lot of devs are apparently not aware of RP's behaviour (scene vs show), or perhaps don't care much about optimization in that regard, and are stacking up animations (and/or images) until the next `scene` occurs. 1 stacked up video can already be killing for potatoes. As can a couple of stacked up 4K renders.
I'd seriously consider releasing a (VP8/9) 30fps 1080p video pack (rpa) for anyone that hasn't got a beefy machine that can handle unaccelerated 4K video (let alone @ 60fps).
Yes, WebP at 80% (what is the consensus believe) is pretty bad. 90% would be a lot better, but better still: AVIF (or, prolly even better, but unsupported by RP, JPEG XL).
It's RP 8.3.4, thus Win7/8 compatible -
edit: oh wait, that's your main game, dunno about the special..
