Yup, It doesn't even need much work to be a top tier game, the mechanic is there, just have a few more rooms, more interactivity and MAYBE expand the agency mechanic (but imo it can work fine with it as simple as it currently is, we're all here for the sex and custom models). This one even have a huge mod potential and players always love to customize, I could see some 2b models, tracer clothes etc in a universe where it didn't get abandoned. Would love to make Lara Croft here

Some girls are really impossible to work with and i'm fine with it, makes thing better if they not always jump to sex, some are lewd but become easily irritated, or feel a lot of pain. Some are shy about their bodies and will let you do everything except take their clothes, some are nymphs make every interaction feel more unique.

I don't even think players can be blamed for having this problem. This game is unique in good and bad ways and it's not super clearly communicated.
The Good:
The concept of a 3D photo/sex sim that revolves around rating the randomly generated characters you get in order to improve the looks and behavior of future models is a brilliant concept that ties together gameplay and progression in a novel way. Most h-game devs make the mistake of having their game be just a set of h-content galleries or movies spaced out by grindy gameplay. Here we have an actual example of the h-content itself being the core gameplay, which leads to better content down the line.
The Bad:
The problem is that the mechanics of this game are janky and the game is bad at communicating to the player what is exactly going on. What you have to understand is that the game is going to give you trash models to begin with. This means that while you can turn cheats on and try to see if you get lucky in any aspects of the models like their willingness to cooperate or if they have actually fuckable holes, you're best bet is figure out a quick routine so you can rate the models as fast as possible to progress the time. The more you do this the better the models will be to your liking, and then you'll be able to do more each time if you're rating them properly.
Despite the dev having seemingly abandoned this game it still has a decent amount of depth, which is crazy considering the dev hadn't even gotten to the part where you use the models you hire.
