Well Cassie's vault strip 2 scene is bugged for me: done it several times at glamour slam but not unlocking in vault so I guess that's why I can't trigger the event... :L
My Cassie GS vault strip 2 is also bugged, but I was able to access the island.
Make sure you have unlocked all outfits for Wonder Woman, Cassie and Donna.
Go to Legion, speak to Grail 2 nights running and she should ask you to bring WW to the Legion, visit WW in her cell with Leash equipped and the scene should progress to the Legion, after that the next day return to legion to start the event.
I'm sure I have all the costumes for them. Donna and Cassie have 5 right? And WW has 12 right (6 A type and 6 B type)?
Slut is always the last outfit, as long as you have all 3 of those, you should be good to go
