Capture Starfire and upgrade her device until she's in a cell. Blackfire will show up randomly in Lex's Office after that.

In order to get Jinx, you have to keep talking to her during the Yacht Event(It can be replayed using the "Reset Event" button in Lex's Office). After that, she'll randomly show up at the Legion Hideout. Hire her and Post her to Lex's Bedroom.
Blackfire will show up in Lex's Office randomly after you capture Starfire and put her in a Cell.

I wish. I've never seen a Mac save posted here.

If anyone does play on Mac and have a fully unlocked save, please share it here. It's very easy to find:

~/Library/Preferences/unity.Someguy.Something Unlimited.plist

Just upload that file.

If you don't know what to do with that file name, follow these steps:

1. Open Finder
2. Type Shift-Command G
3. Types ~/Library/Preferences and hit return
4. Look for a file here called unity.Someguy.Something Unlimited.plist
