Not all Western media, because not all Western media has the 1st Amendment (although copyright technically has its own section in the Constitution). Try doing parody in Great Britain, might be surprised how it turns out differently (although still better than most other countries). But it also generally isn't criminalized, it's mostly civil (as in, money trades hands, not doing some time). One of my favorite games here is Orange Trainer with Ahsoka. The ending was a little abrupt for my taste and a lot of people (me included) were hoping that the dev might continue it someday.
