There are 3 ways to approach the underwater region:
-increase air with books and the artifact. You will suffer from the stat debuff and the 3 times cost on mana and health for skills, but you could face tank your way through possibly. I don't recommend it as it will also cost tons of mana to open all the short cuts with fire II but it lets you have another enhance spell
-learn air bubble yourself, air bubble I is more than enough, not sure who would ever need the II variant
-level the slime to 7 and morph it to air, pretty good as it costs 2 days less in learning time than learning it yourself and lets you have another enhance spell. Also storm is good on some phys-resistant enemies.

Indeed I see no reason not to go for the slime route, in my NG+ normal run I basically have a level 7-10 slime with just air morph for this reason

You would need more air. So you could increase it by reading a book from Nephlune, buying an artefact in Verdeaux, learning Air Bubble yourself in the Academy, or raising Air Slime strong enough for it to learn Air Bubble. Also, there is another way to get to the location further but it would need a lot of gold, and you would ignore all benefits of the lake location.

Ok, so teaching, or rather finding a "teacher" for the slime to learn Bubble 1 seems to be the most reasonable route.

Shame on me. For me to tell I talk to every last one NPCs, and then, forget the location where to go for more lesson the refugee in the camp told me about, (the first teacher under the tent)
