You increase workshop level by selling star metal to the smith, which you find in some caves as a minable resource. As for the magic shop, you obviously need to pay and the promise means that you need to dedicate the whole next day to doing only that. If you've already promised someone else you'll work (at the workshop for example) then you cannot make another promise until you're free.

This is easily the most commonly occurring desired ending I see being asked about on this forum. The dev has never replied to the question and outright reject the possibility of it happening, so I'm only basing this on the game as it currently exists. Unfortunately for those asking, there's not a lot of room to slip that sort of ending into the game anywhere. It would require a pretty massive rework of existing content.
The only "girl on girl" scene doesn't indicate that either Aura or Alicia has any interest in lesbian activities. Uncorrupted Aura is in a long term heterosexual relationship. The majority of the corrupting forces Aura encounters specifically push her towards preferences of more masculine individuals or things like craving semen. In most of the 3+ person sexual encounters the females are focusing on competing for the affections of the males involved, and rarely are the ladies doing much with each other.
As a side note, thinking about what Roya changes would be needed resulted in me noticing something about the upcoming 1.1 release I hadn't thought about before. Now I'm even more impatient for the update to come out so I can see how it's handled.
For a tiny bit of Life is Strange pondering I offer the following. I only ever played the first game, and I played it through in one long sitting, so I probably didn't come close to 100% completion of it. I vaguely remember romancing Chloe being optional. If I'm remembering correctly then my money would be on the devs trying to prune out as many of the earlier games' decisions as they could to simplify the new game's story. If I'm misremembering then I've got no idea why they decided to break them up.
This is a good niche untapped market here.. as long as those who ask can pay and cough up money, though...

The cover art is two images of Aura, so I don't see how it would mislead anybody about her and Alicia. Also, for the record, I noticed I'd meant to type "replied to the question to outright reject" but instead wrote "replied to the question and outright reject" which made the sentence contradictory nonsense. Best of luck finding something more your tastes.

The way the dev works is that, on his way to the next major update, he releases quasi-weekly «prerelease» iterations to his patreons and beta testers: there prereleases are usually NOT shared here, but as you point out yourself, prerelease 14 is currently found on the OP. Usually, prereleases introduce new mechanics that will eventually find their way into the next planned major release but that may yet be insufficiently tested, they may lack some planned cg's, they may introduce a new bad end that isn't completely written yet, etc.
So you download the version you want, knowing that a new version will soon come out.

The dev has always said that he wanted to bring his story to conclusion in a reasonable time, and not drag it indefinitely, and that's what he released at 1.0.0.
But he also always promised that some side quests would eventually get fleshed out, and that one day he would add enough to get to version 2.0.
Game is complete: there's a beginning, and an end.
