This is a bug. You can unlock it by having anal skill 4+, otherwise it will stay locked. Sorry about that. It was already fixed, and it will be out with another update!
The roadmap was never really intended to serve as a tool for time estimates, but to give you an idea of which order stuff will be released. It boils down to two reasons:
assuming a consitent 3 month release schedule... a year and a half until her next major update (may get some small scenes here and there)
1) There will be some (half)Releases that will take shorter to make, and there will be ones that will take longer (especially as we get closer to the end of Part 1).
2) The roadmap will be changing with R7 fairly drastically, since the game will be coming back to the previous update model of multiple shorter scenes with different characters per update, instead of focusing on just one lady. There will be exceptions, of course (like Tessa/Markala threesome, or Iris/Anitta/Brianna foursome), but the general concept of 3+ shorter scenes per update will be coming back to stay!
There is also, of course, a planned workflow change; I will be switching to Blender full-time (I'm already in the process of it), and I will also start utilizing other tools (like UE), both of which are aimed at making stuff faster. I plan to do both during the development of Part 1!
Well, that's the problem, see: VP never implied versions numbers would be released at a consistent frequency.
It's reasonable to build a roadmap based on groups of features, but assigning times to those groups is a much harder exercise. Probably as hard as predicting the next earthquake, really. And assuming that those intervals would be constant is just not reasonable.
Well, the past 4 or so releases have in fact been consistently released within 3 months. the latest one was an exception due to the UI overhaul and even then it only took an extra month to release it. Sure it's not a always going to be consistent but more or less that's going to be the timeline to expect.

Void just said to not make assumptions about the time schedule for each updates. 
Why do you forget the girl from the clothing store? In my opinion, she's the most beautiful and important. If her scene starts with harassment in the clothing store and friction, it would be great if it was done as if it were a lure for the hero with some romance. Who's with me?

As time goes by and the updates progress more and more they get me even more excited, with regards to the story, I know a lot of it comes from the fetish for big, dominant ladies and hot scenes, but SP manages to keep me intrigued to find out more. Not only the main cast, but also the supporting and secondary ones, which is incredible for a porn game that usually doesn't, I just have to thank VP for dedicating themselves to both the hot scenes and the development of the story.
