Redownload the game. That file should have come with it and likely was corrupted in your case. Also, don't pull DLL files from sites like that, half of them are viruses or scams. Unless you're getting such a file from Microsoft directly, I would stay clear of them.

I really hope that if you ever get to the point were you are completely fed up with features that you don't really care about making, you dump them instead of the whole project. The best projects are made by those who genuinely like everything theyre doing, after all. And your game is too amazing to be abandoned.
I can't purchase workers/bioreactors. I have the cash, storage, and the factories, but i can't buy them. When i click buy on the market, nothing happens

This good game always has this kind of issues, because it has so much content, different mechanics and details, if you're playing 0.21b, it's a little more unstable than before. So save often and when things go wrong, menu buttons stop responding or textures stop loading, reload your save or exit the game and restart it.
Also avoid cryopads mission, it breaks the game, at least for me.

It's been a year since the first launch, so I took some screenshots of before/after. A ton of the new stuff is based on your suggestions, and I wanted to take a moment to thank everyone for the endless hours of thought and testing that you have provided. The game is much better for your feedback.

WAIDW but 21b seemed to me as much faster & less buggy version? all menus are working, less giant body parts and so on.. may be in future there will be possible to ad not just udders? but extra tits o improve slave lactation/ humiliation + some their reactions after surgery?

If you're into vore, I've got some good news for you about the next update.
You'll need the extreme content mod and the "Modest Proposal" planet upgrade.
Sadly I'm not into vore (the gameplay aspect is what's keeping my interest in this game truth be told) but I do rejoice for them. Given the context of the game, can't NOT have some of the more extreme content.
When I click edit in the rule assistant, settings such as hairstyle and make up changes, and sometimes the clothes settings don't stay. Do other people have these problems?
Congrats @StationmasterDev on reaching 1 year development in this amazing game not many devs would contibute this much effort and dedication to their project not to mention the huge amounts of involvement with users in the adult gaming community.

I'm getting slave duplication when using the rules assistant to move the girls from the spa to the school. Here are some screenshots showing it.
It also happens without changing the outfit.
Steps to duplicate:
Start a new game
Make 3 spa tiles and add pools to them
Make 3 slave quarters tiles and add sleeping pods to them
Make 3 training room tiles and add school desks to them
Set a rule set as shown in the screenshot above (basically move from spa to school when obedience is max and fear is minimum)
hire 3 girls from Breeder's Show and assign them to the spa (you can hire them from anywhere, but Breeder's Show girls will already have max obedience and 0 fear so you won't have to wait for obedience and fear to reach their targets)
check the 'View Slaves' screen
wait a minute till they get transferred to the school
check the 'View Slaves' screen
Edit: The duplicate slaves no longer show in the 'View Slaves' screen if you save the game, quit to desktop, then run the game and load the save.
Edit2: All planets' prosperities are set to 0 (Abject Poverty) when loading a save.
Steps to duplicate:
Start a new game
Get enough money to make a Desk and a Combat Drone
Open the Galaxy Map and check some of the planets' prosperity.
Save the game
Exit the game
Start the game and load the saved game
