If the developer decides that 1.0 is the complete release (which is not necessarily the case), it may happen whenever he decides to do so, and it is very unlikely that he planned exactly 100 minor versions until he reaches that point. Minor versions just stack until the dev decides he is done, if he does not abandon the project beforehand.
