Talk to Victoria about the case, specifically the Prosecution. That is the path that leads to finding out about the police detectives. It should happen the third time you talk about the Prosecution.
From there, talk to the detectives and build their opinion to above 80 using the discussion topics. Then you'll be able to request they go after the goons. You have to do that on two separate days to complete it.

No one knows about the graffiti gang except Ren. It's the rabbit trail that starts her alley meetings, which you've already done.

Did you go to the lawyer twice?
Each time, you discussed her topics of interest (to raise her opinion), each time you asked all questions regarding the case of your father, each time you asked personal questions? (well, after you ask her once about her personal life and lose opinion, you can refrain from asking again about that one)

If you do ask all questions regarding the case of your father each time, she will mention the cops on the second occasion that you ask the question «What can you tell me about prosecution side?» Only then will you be able to actually meet the cops.

And like she says, you'll need to ask those questions multiple times, on repeat visits (although at some point you'll be able to meet her at the café where she has lunch, and also at the office on week-ends when she sneaks you in)

The Darna goons route depends on having the cops have a high opinion of you, so you will need to meet them many times (and discuss topics of interest and ask all questions, each time)

It's quite simple: all you need is not rush through your meetings and actually talk to people

2.0 Number of times the action can be done before it changes from "still effective" to "drained"
SMin: -0.09 Minimum allure required for the action to be able to occur
Max: 30 Maximum your allure can be before this action changes to "you are beyond that"

The appropriate label triggers at the end of every meeting with the lawyer, bit weekday and weekend. The method specifically checks that you've had at least 4 office visits, its day 28 or greater and you don't know the location of the court building.
Press and hold the shift key, hit the letter o and paste the following into the console:

That will tell you exactly which one you need to work on. If they all meet the requirement listed above, then you got yourself a nice bug going on.
