They only appear on photos you have and are randomly generated. I think it was patched to appear closer to the center of photos, but when you haven't found one yet it's harder to find. Reloading makes them appear somewhere else. I found if I widen my eyes and look dead center and cycle through I see them pop out as they don't belong.

obviously, i can read. my problem is that i dont want to miss actual story conversations and character development, but having to slog through paiges recap every single night just to then have to slog through 10 conversations on a laptop every morning is becoming tiresome. maybe break it up, have the ability to get on the computer half way through a day or take some of these laptop conversations and do them face to face with the characters instead. if i had it my way i would cut paige almost entirely other than have her provide some comic relief from time to time and i would have the laptop conversations accessible at any time during the game/have larger more important conversations be done in person or some other way where its not reading text in a little message box.
I was gonna play through the entire game and screenshot every typo for one post so you could sit there and think about what you did but then I thought nah I'd rather not.
