It doesn't fix when I reload the savegame (I tried 3 times) but it fixed when I close & relaunch the game and reload the savegame.

Yes, Image Packs do not interfere with each other. Just make sure to add the right image set identifier to the options line "Image Modules to Use"
Ive seen a few people ask if others have birth control turned off. Is that an actual option? I would love to not have to deal with girls that refuse to stop taking it and just hope I get the date where I can swap them.

@TotalFluke is it possible to get New Game ie "your name & your bar name" saved to stay even into another new game a restart for cross multi new games or restarting & keep name there..
i'm always restarting new games tailoring it to my preference ie:i want gym girl hot, or did'nt role type of sister i wanted. or i want more female Commissioners so on..
but this means restarting game 20 or 30 time refining them, & having re-type the same name & same bar name every single dang time in new games menu & it gets very annoying. could you possibly update game at all to remember first & last name & bar name you put in. to begin with, or add a lock button say remember my name ive choosen for me. cause typing out same words over & over. Is Frustrating.. if not is ok. but would be nice.

Ngl, I'm pretty sure it's supposed to be rare for girls to keep taking it. Due to it having a monthly cost and all.
In my current playthrough the average starting cash for npcs is around 10-15k and they often stop paying for it.

I used to go through that same problem a few patches back, restarting endless times till it removed my character's nickname or for the chance to start downtown(center). But that was back before I learned how to modify the save files.
You can change them through the save file to be the opposite genders and also change their age to whatever you want it to be.
There is a bit you have to do though after changing their genders, such as changing their male and female attraction, changing their breasts attr with penis and turning on if they can get pregnant.

I tried your game I feel it was way too complicated for me, I really didn't know where to go and do.
Previously I could chose my character after entering age/ethnicity - has this option been removed or am I doing something wrong?

1080 characters for scw only and over 2000 characters for scw + pack...
Too many for to create the animation scenes for every character.
Why would you need to do that for every character? All that is needed is a set of animations for certain acts that all characters can share.

color skin, hair style, height, breast size, ass size, belly size, penis size, etc... If you mean a universal animation where you only put a face on it, that's not really interesting.
Better than nothing and you really would only need to change it up for skin color, at least of the woman.
In one of the cheats I could set the Willpower of someone to whatever. Had it at 90 but when I downloaded 2.07 and replaced whatever I can't set that any longer. Not sure if it was KingTut or one of the others. Please help.

You can enable the console and use the "cheat set_attr" command. You will need to find the person's character ID using "list p <character name>" and then "cheat set_attr <character ID>". Note that the person's name is case sensitive.
