Unless you’d have rather they drip feed you one or two missions, a planet to check, and one scene of dialogue a week.
Also what part of the higher tiers have they failed to meet? The community isn’t exactly starving for things to do, so demand for Studio 69 (which doesn’t add anything lewd remember) isn’t really high at all. Backer planets are in, whale scenes (the highest tier) are in. Everyone that backed got a key (with a ticketing system for those having issues). They unfortunately can’t do anything about countries’s laws, but they’re working on an alternative on the side.
All the while keeping the public updated to their progress on a monthly basis.
Now tell me about say Icstor, Milfy City, and how long that game went on for without an update before it eventually got abandoned.

The game follow a story. If you look at the scenes in Pandora, hardly anything of that would fit into the story in regard of context. Random sex scenes doesn't need much context to it. The majority of the scenes will feel that way because they are essentially occurring during the passage of time as the story progresses. Bear in mind Killi’s treasure hunt alone took weeks within the game’s story. That’s a lot of boning to occur just with 3 ladies on board. Nope. Its (now ex-)Bethesda and Obsidian, they worked on modern day slavjank salaries till DAO and Fallout when it comes to game only expenses, much like how WC3 despite its massive success was. Big part of the reason why ex-Project Eternity now Pillars of Eternity 1s initial kickstarter ask was 1.1 was because thats the actual/in use minimum budget they made games like Pillars with before. In 03 you even had a few economics and general news magazines in US and Canada do interviews and the highest sum talked about "multi million expensive super games" was 6.3 mil which also covers 3 standalone games worth of content in expansions.Uhm, if you check dev sallaries back in 2002 of when Never Winter nights was released. Ranging from 50k entry sallaries for art and up towards 90k for coders. NWN had a dev team of 60+ people. So you need to dig a bit deeper than 1.2m budget for that game.
