Simply just download the patch if you bought Kagura ver so your steam release will just be like the JP/fanTL release. I mean, who even play H games without downloading the patch? Maybe streamers but why would they even stream games like these in the first place?

In my opinion marking the game as adult and sexual content and removing problematic stuff is the way to go. Cheating Steam about what the game truly is and selling it like PEGI 13 will one day bite publishers in the ass.

I am afraid however at one point our favorite gaming urinalists like Kotaku for example will make articles like "Steam is endorsing loli content on their platform". Packaging the game as R13 to get pass screening while putting their patch outside steam is a very safe move, because it no longer bound by steam rules since it already counts as "modding."
