The fact that Steam has H games on it at all is shocking. Would have been unthinkable at the time when it was founded. They were one of the rare cases of a place that got less censorious when they decided to allow it.
They're just trying to get the sweet sweet porn bucks. Quite a market there. Nutaku proved that out even though their games are pretty shitty as a whole.

The DL includes the English patch and the additional voice lines, but they're not actually applied.
I think this site was missing the previous update or two. The NG+ succubus recruit-able characters and the recollection room was the patches before this. So if they are in english then it is just a typo fix.
