It might be that the music files are also stripped in the compressed version to save space for the download. At least those which are im the RTP itself.

The EXE file is probably a self-extracting archive. Once you extract the game, it should have the usual RPGM directory structure.

Either works. The older RPGMaker engine games had self extracting .exe files, but more extracting programs should be able to extract them fine as well.
