Changing what the girls wear in the story/game based on a user menu would require an astronomical number of parallel renders for every clothing combination, so I think this is more of a "paper doll" app where you can pick. Most likely the renders are clothing tests they have already done (like the poll samples that they put out for voting) so will create little or no backlog in the graphics output that might delay the actual game-required renders. Also the code portion may have been a side task they can accomplish waiting on renders to complete and be plugged into the storyline for testing and fixing, so isn't stealing time from main progress. if they are leveraging an existing gallery function with some minor customization the development effort would be minimal.I really hope that is the case.
Having a customized gallery (i.e. "clothing simulator") as a means to view the renders they've already made via their Patreon clothing polls is a lot more palatable than an "app" that allows the player to choose what clothes the LIs wear in-game. I still think it's unnecessary eye-candy, but it wouldn't severely impact development time once set up.
In my rush to judgement, I interpreted the original posts on here as the greater of the two evils.
