I don't think it was intentional, but you're twisting the context and writing it out of context:

The developers said:
“[...]This meant that about 3 chapters needed to be combined into one update, just like 0.5. 0.8 will be roughly the size of one chapter, or at least that's the initial plan for it. We'll keep it short, yet satisfying.[...]”

(I'm going to say “Update X” to not get confused with the Chapter thing)
-> So, they are saying Update 8 will be the size of “one” chapter and the next update, Update 7 will be the size of 3 chapters.

They also said it is already bigger than the content of Update 5, which was, as already said, the biggest.

This means we can expect the biggest update this game has seen so far and after that a (hopefully) shorter update 8 with the content of “one chapter”.

I think you just misread it. If the devs only deliver a minor update like Chapter 6, you can execute me immediately, of course.

My bad. Upon re-reading the whole statement with a little-less critical mindset, it does make sense that the last statement is talking about the latter discussion on the scope for Update 8. My mind immediately interpreted the "We'll keep it short, yet satisfying." statement to be about Update 7 and my notion of the devs overestimating things was further solidified with the previous statement mentioning the progress being 75-80% back in April and now we're in September and it's still in the finishing and polishing phase from the looks of it.

Edit: oh, well that context just evaporated, enjoy the anachronism, also hope we get to see some sweet sweet Miller in the next update, front seat time can't come soon enough
