Figured it out there is a "Convert" folder you need to place them in

Actually you need to put HC cards into UserData\convert\chara\female

If you ask me it should be under character management. (it has been there on the last games so...)
it's probably in the sub menu

Same, if I select the second menu option I get infinite loading.

When I launch the game for the first time I see this error message:




After clicking the checkbox things seem to work normally at first, but the main game can't be played and the character creator screen is stuck in an infinite loading loop. I've tried reinstalling a few times but nothing has worked. Anyone have any ideas?

Try changing the date/time format on your PC to Japanese in addition to locale - it worked for me.

So this game's codes are encrypted, almost no mods and stuff will work atm until someone is able to decrypt all of it. ScrewThisNoise is waiting for someone to decrypt it.
