Because the Steam regulations for Germany (and a couple other nations) are quite different from the German USK stuff!So Ocean dropped another update to Steam this morning. It fixed the script issues I had identified yesterday, but I then noticed he had some shots of Nami in Ch2 (the nude body painting scene with Ayua) and in Ch4 (the lake scene with MC) changed (again!) to the non-topless version. Those versions were part of the initial Steam release 18 months ago but he had quickly changed them to the Patreon topless version. So why changing them back...and there were some inconsistencies too as some of the topless ones were kept !
So I sent him another message enquiring why and he basically said it will remain as such for now, as the game is going for another review to be sold on the German Steam store. He doesn't want to jeopardize his chances.
He then uploaded another patch later this evening that fixes the inconsistencies between topless and non-topless renders. It's all non-topless now.
Obviously this means I'm uploading another version of the Uncut Mod right now to restore the topless renders, would not be necessary to upgrade for those who run the Patreon build, but it would for all Steam users.
The USK agency is very leger on sexual stuff, very hard on violence. Had Ocean gone to the USK guys first with the hardest x version of SG and gotten a 16, maybe even 12 USK rating (since SG is fluffy washed to near death), he could have taken this rating to Steam and everything would have gone nicely. Because when Steam gets an official rating with a game sale request, they normally do not sniff very hard because if something happens, Steam can point to the offical USK rating.
Steam´s own rating staff, whoever those guys are, got spooked by several governments regulations when it comes to minors seeing "bad" sexual pictures on the Steam website. So they blocked several nations and getting anything sexual approved by them for below age 18 is nearly impossible.
The biggest joke here is the fact that like so many things from the old incompetent government (not that the new one is much better), the German regulation never was activated at all, there will be a new one made whenever that happens, but Steam had already reacted.
Ocean fucked up in that he went to Steam first for a rating in a AVN, because he was to hard-arsed to pay for the USK rating, which would have given him easy entry to Steam! As I mentioned in another post, there is an indie developer who paid for the USK rating and got a 16, despite that game having strippers doing strippy things.
