Since I don't know which log from when did you take that information from or what kind of data did it describe, I can't really say how right, wrong or accurate you are, nor do I care enough to try to search for the source of your information about Oceans hardware and render times if you don't refer to it yourself as a proof of what you're trying to show.
And yes, rendering animations takes less time per frame in average than it takes to render separate static images. Rendering separate images takes him a lot more than 4 minutes per scene, especially if you take scene loading times into account.
What I also do know for sure is that render times of different scene set ups can differ quite a lot, one can be several times faster or slower than another, depending on the scene complexity. If Ocean says that one of the current animations/cinematics in his render queue takes him 40 hours to render, then whatever, it probably does now, since the complexity of his scenes seems to grow with every upgrade of his hardware and he keeps pushing it.
Some old data about rendering a different scene doesn't say much about how long it takes to render a new one, anyway.
Unlike you, I am not obsessed about proving that Ocean is wasting time on lying about his stats.
